Programme organisation

The programme organisation is primarily geared towards establishing an infrastructure for the cross-border provision of geographic information, which can then be used by the business and public sector. Two aspects are involved: the creation of the infrastructure and its usage.
The programme organisation achieves these goals by establishing a series of sub-projects (some ongoing, some initiated in the course of the programme) and organising the resulting synergies in such a way that they form a cohesive system of measures for geographic information.

The organisation of the X-border-GDI programme is illustrated below.

The Programme Management

The Programme Management (PM) forms the operational core of the programme organisation. These team members perform the following key tasks:

  • Supervise project progress, coordination of deadlines
  • Promote the consistency and completeness of the infrastructure, approve content:
    • Promote the quality and synergies between existing projects (monitor standards and interfaces, establish functionality)
    • Assess project proposals (in advance)
    • Initiate new projects
    • Integrate ongoing projects (e.g. Viking)
    • Promote the involvement of relevant players through PR, marketing, communication
  • Support other areas of the programme organisation: Steering Committee, Expert panel, Technical Coordination and Platform

Steering Committee

The Steering Committee is responsible for the following areas:
Monitor the programme with regard to the quality of achieved results, progress and cost-benefit analysis (from the business case perspective)

  • Guarantee the necessary framework conditions for X-GDI
  • If necessary, support initiators in obtaining funding
  • Coordinate and determine the starting points and strategic aims as a basis for the work performed by PM and GKSC
  • Provide Programme Management with guidelines
  • Position and support the programme among all relevant players, especially in the political and administrative spheres (EU, state, regional and local)
  • Coordinate with strategic partners (ministries, provincial and district administrations)
  • PR in administrative committees and the media to present results

Programme Management supports the Steering Committee in performing these tasks.

The Geographic Knowledge and Service Centre (GKSC)

The Geographic Information Knowledge and Service Centre will be founded and established during the course of the programme. Once the project has been completed, this centre will be available to manage the results of X-Border-GDI.

Expert Panel

The members of the Expert Panel can contribute their individual areas of expertise to provide – in principle – quick answers to typical questions for administrative authorities. To ensure efficient resolution-making, the consultants are not given fixed regulations in the organisation. The Steering Committee primarily receives its input from the PM (supported by the GKSC). The consultants can also provide expertise against specific projects if necessary.
